About

Dream 13 is a male youth mentoring program serving youth grades 6-12.  Dream 13 is based on a nationally recognized evidence-based model designed to aid young men to grow and develop their leadership talents in every phase of human endeavor. 



The Dream Keepers Foundation, Inc. sponsors and collaborates with the Dover Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. in the execution of the “Dream 13 Kappa League” to:




  • Help Kent County and Sussex County youth, especially those of high school graduating classes, in their selection of courses leading to vocations compatible with their aptitudes and personalities;
  • Assist Kent County and Sussex County students, while they are in training, to get started in employment, and to progress successfully in their chosen fields;
  • Assist parents in managing their children by giving them the opportunities to talk over their problems with those who know and are successful in their chosen vocations;
  • Afford Kent County and Sussex County youths in less fortunate circumstances a respite from the lure of the streets through sponsored trips to athletic events, zoological, gardens, museums, theater, and other activities; and
  • Inform Kent County and Sussex County youths of the values of higher education; make assistance available for continued pursuits and scholarship; educate them on loans, and create professional opportunities; and apprise them of current labor demands and the trends on the effects of these demands and trends on the labor marke

Serviced Programs

    The Guide Right National Service Program

    Guide Right is a program for the educational and occupational guidance of youth, primarily inspirational and informational in character.  The purposes of the Guide Right Service Program are to place the training, experience, and friendly interest of successful men, at the disposal of youth needing inspiration and counsel regarding their choice of a life career.

    Guide Right encompasses many of Kappa Alpha Psi’s youth-oriented programs such as mentoring, college preparatory programs, and tutoring.   However, the Flagship Initiative of the Guide Right Service Program is the Kappa Leadership Development League.

    The Kappa League

    Founded February 12th, 1969, the Kappa Youth Leadership & Development League is a program designed to aid young men grades 6-12 to grow and develop their leadership talents in every phase of human endeavor. Kappa League provides both challenging and rewarding experiences to enhance their lives.

    Since the fundamental purpose of Kappa Alpha Psi is ACHIEVEMENT, it is therefore the Fraternity's primary purpose to help these young men achieve worthy goals for themselves and make positive and constructive contributions to their community when they assume leadership roles. The Dover Alumni Chapter’s Kappa League is officially named “Dream 13.” The Dream 13 Kappa League focuses on young men from the Kent County and Sussex County areas who seek development and guidance from positive male figures in the community.


    The basic objectives of the Kappa Leadership Development League may be summarized as follows:


    1. To help youth, especially those of high school graduating classes, in their selection of courses leading to vocations compatible with their aptitudes and personalities
    2. To assist students, while they are training, to get started in employment, and to progress successfully in their chosen fields.
    3. To assist parents in handling their children by giving them the opportunities to talk over their problems with those who know and are successful in their chosen vocations.
    4. To afford the less fortunate youths a respite from the drudgery of the streets, through sponsored trips to ball games, zoological, gardens, museums, theater, and other activities.
    5. To inform youth of the values of higher education, assistance available for continued pursuits, scholarship, loans, professional opportunities, and of current labor demands and the trends on the effect of these demands and trends on the labor market.
